QUALIFICATIONS:
- High School Diploma with excellent command of the English language
- Strong computer skills and aptitude to learn complicated software programs. Experience working with Microsoft Office© tools such as Word, Excel, and Outlook is required. Experience working with Google docs, sheets, forms preferred.
- Experience working with HR-specific software applications that track personnel absences, dispatch substitute placements, provide professional development course selection and tracking, and all standard human resources management functions and reporting.
- Experience working with personnel credential oversight and federal, state and other mandatory reporting for the Department of Education, preferred.
- Experience working with confidential Human Resources information.
- Ability to positively and professionally interact with district administrators, co-workers, community members and venders both in person and by electronic mail or telephone and to represent the District and the Human Resources Department in a positive, professional manner.
- Has strong math aptitude and is detail-oriented. Prior experience with payroll and/or attendance processing is preferred.
- Ability to handle a multitude of responsibilities with continuous interruptions, minimal supervision and aggressive deadlines.
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
REPORTS TO: Director of Human Resources and Employee Relations
JOB GOAL: To facilitate the district-wide procurement, placement, and payment of substitute personnel, either through the use of the automated placement and dispatch system, or by person-to-person contact. To assist RCS employees with the submission and tracking of absences and paid time off. To assist the Human Resources Department with the information management tasks necessary for Federal, State, and County mandated and operational reporting requirements.
PERFORMANCE RESPONSIBILITIES: The performance responsibilities listed below represent an overview of the responsibilities for this position.
- Monitors sub system for new substitute personnel uploads, including placement screening and system activation. Ensures any new substitute personnel have met minimum requirements for all skill levels, as per department directions.
- Monitors daily assignments to ensure jobs are filled; personally calls subs when necessary; assists building administrator, secretaries or department supervisors in creating assignments; maintains updates when necessary.
- District-wide administration of annual employee data uploads and requests for use of Approved Leave, Incentive Days and Compensatory Time according to specific employee group agreements. Will be responsible for the set-up of the automated request process implementation.
- Responsible for ensuring all payroll information for all substitute assignments have been reconciled in sub system as required.
- Maintain all employee records including employment status, assignments and schedules, and accounting details.
- Assists Human Resource customers, as needed.
- Performs other duties as assigned by the Director of Human Resources and Employee Relations.
- System Administrator for the sub system for Rochester Community Schools. Includes responsibility for system profiles and definition for substitute set-up and user security.
- Work with district personnel and sub system representatives to resolve any substitute payroll discrepancy questions and process all district adjustments required by the contracting firm.
- Responsible for identification and placement of properly endorsed and/or highly qualified personnel for all long-term teaching vacancies.
- Regular, reliable and punctual attendance required.
TERMS OF EMPLOYMENT:
- Typical Schedule: 12 month position
- Up to 8 hours per day; except during modified works schedule periods such as during June, July and August.
- Salary and benefits as per RSPA Master Agreement for Classification II Clerical Positions.
WORKING CONDITIONS:
- An employee working in this assignment will be required to sit for long periods of time and work on a desktop computer.
- Data entry and record search is a large part of the duties of this position and repetitive hand motion will be required.
REQUIRED POSITION TESTS:
Microsoft Office (Current District Version): Intermediate-level: Word; Excel, and Outlook; Basic-level: PowerPoint; and Assessments in: Customer Service Phone Skills; Interpersonal/Teamwork Office Skills Assessment; Alpha/Numeric Filing and Record Locator Tests, Sentence Clarity and Spelling.
